💠 Ranibandh, Bankura: Gazette Notification Misuse to Mislead Adivasi Community?
পশ্চিমবঙ্গের বাঁকুড়া জেলার রানীবান্ধ ব্লকে তথাকথিত “মাঝি সরকার” সংক্রান্ত একটি ঘটনাকে কেন্দ্র করে সম্প্রতি আদিবাসী সমাজের মধ্যে ব্যাপক বিভ্রান্তি ছড়ানো হচ্ছে বলে অভিযোগ উঠেছে।
“২০১৫ সালের সরকারি গেজেট পড়লেই সব বোঝা যাবে” — এমন বক্তব্য রেখে
আধার, ভোটার ও প্যান কার্ড গ্রহণকারীদের বিদেশি বলা হচ্ছে।
এই দাবি শুধু বিভ্রান্তিকর নয়, এটি আইনগতভাবে সম্পূর্ণ ভুল এবং সামাজিকভাবে বিপজ্জনক।
💠 Which Gazette Notification is Being Misused?
বক্তব্য বিশ্লেষণ করলে স্পষ্ট হয়, এখানে 9 January 2015–এর Government of India Gazette Notification–এর কথা বলা হচ্ছে, যেখানে PIO (Person of Indian Origin) এবং OCI (Overseas Citizen of India) স্কিম একীভূত করা হয়।
👉 This notification is applicable ONLY to foreign citizens of Indian origin living abroad.
It has NO connection with Indian Adivasis.
💠 What Does PIO–OCI Notification Actually Say?
According to Citizenship Act, 1955 – Section 7A:
- PIO card scheme was withdrawn
- Existing PIO cards were treated as OCI
- Objective: Easier visa & travel facilities
⚠️ OCI is NOT Indian citizenship.
PIO / OCI holders are FOREIGN nationals.
💠 Aadhaar, Voter ID & PAN – Any Link?
❌ Absolutely NO link exists.
✔️ Aadhaar = Resident identity ✔️ Voter ID = Proof of Indian Citizenship ✔️ PAN = Tax identity
Foreign nationals, OCI or PIO holders cannot get voter ID, cannot vote and cannot be ST.
💠 Why Is This Dangerous for Adivasis?
This misinformation:
- Creates fear among tribal communities
- Questions constitutional ST identity
- Spreads social division & unrest
Adivasis are India’s indigenous citizens —
their identity is NOT defined by a 2015 notification.
💠 Appeal to Administration
We urge:
- West Bengal Police
- Bankura District Administration
- State Home Department
- Ministry of Home Affairs (MHA)
To conduct a fact-based inquiry and issue a clear public clarification.
